Building Capacity. Advancing Equity.
Creating Lasting Change.
Training & Technical Assistance
We connect healthcare sites, providers, and organizations with expert guidance and practical support, increasing access to culturally responsive prevention, treatment, and recovery services. Whether you're serving individuals with opioid use disorder, co-occurring mental health conditions, or building new programs in your community, we're here to help you do your best work.
Professional Workforce Development
We're growing the number of certified and licensed behavioral health professionals throughout Illinois through clinical supervision, paid internships, fellowships, and other training experiences. If you're pursuing licensure, certification, or seeking to deepen your expertise, we offer pathways to help you achieve your goals.
Our Commitment
OLRC prioritizes communities that opioid overdoses and the multigenerational harms of structural racism and health inequities have disproportionately impacted. Our work reflects a deep commitment to advancing equity and racial and social justice. Everyone deserves the opportunity to thrive, regardless of race, zip code, or disability.
Statement of Funding
Funding provided in whole or in part by the Illinois Department of Human Services.
The Office of the Illinois Attorney General has certified—and the Governor’s Opioid Overdose Prevention and Recovery Steering Committee has approved—the use of up to $12 million over three (3) years from the Illinois Opioid Remediation State Trust Fund (Fund) for establishing OTTAC (subsequently named the Opioid Learning and Responsive Collaborative) in accordance with the Illinois Opioid Allocation Agreement and the Fund allocation process.
In April 2023, IDHS/SUPR (now known as IDHS/DBHR) awarded Advocates for Human Potential, Inc. (AHP) a grant to serve as the RCCA. The RCCA administers subawards with organizations providing prevention, intervention, treatment, and harm reduction services for people with substance use disorders in accordance with state-approved strategies.
